Estonia has emerged as a global pioneer in digital health innovation, leveraging its advanced e-governance infrastructure to transform healthcare delivery. From AI-powered diagnostics to digital therapeutics and remote patient monitoring, Estonia is fostering a robust ecosystem that supports personalised, preventive, and home-based care.

The country is renowned for its attractiveness as a destination for foreign investments, has a high-income economy and is a global leader in digital public services. With its thriving ecosystem of innovation and entrepreneurship, including in the medical and aviation sectors, Estonia offers the perfect test bed for LifeSaver.

Estonia is the first country to work with International SOS and Airbus Helicopters to launch a national innovation programme dedicated to improving EMS through LifeSaver.

A National Innovation &
Investment Project

In 2022, the Estonian Innovation Agency, Airbus Helicopters, and International SOS signed a cooperation agreement to develop and implement the LifeSaver Estonia (LSE) programme, to improve EMS and integrate innovative solutions in medical, aviation, and digital domains.

A Driver For Economic Growth

The LSE programme showcases what Estonia can offer in terms of innovative solutions. When advanced technology excels in a mission-critical environment, it reveals further use cases, and increases visibility for local businesses, attracting partners and investments.

LIFESAVER ESTONIA (LSE) MULTI-YEAR PROGRAMME

LSE has provided the Estonian government with key recommendations that focus on specific use cases to further advance the emergency medical services ecosystem. Furthermore, the programme has proven the feasibility of the LifeSaver Intelligence Platform’s core functionalities and intends to create impact in a real-world context, generating valuable data and insights to guide future scaling and adaptation. Many countries all over the world face the challenge of improving EMS and will benefit from building on the data and lessons learned from this first application of LifeSaver in Estonia.

Programme Feasibilty

Identify areas of improvement and develop innovative solutions that can address the challenges of Estonia and scale to other countries, such as reducing response times, providing essential medical care to ‘low population density’ areas, or optimising the overall medical logistics network.

LifeSaver Programme Development: included a comprehensive review of Estonia’s EMS system with a team of international experts, supported by sophisticated data analysis with the LifeSaver Intelligence Platform (LSIP). As a result, LifeSaver identified 10 innovative improvement projects, of which the Estonian government selected five for future implementation.

Scaling & Adaptation

Option to support Estonia with the implementation of innovative solutions and help innovative companies integrate into the EMS system. LifeSaver provides extensive aviation and medical expertise to ensure that solutions are effective and can be exported from Estonia to other countries.

Future Vision: could include solutions that address specific needs, such as enhanced EMS system management and strategic planning, and which could showcase the capabilities of Estonian innovation.
